THREE BASIC AXES
URBAN AXIS
 The new park's trunk road (Ibaraki-Minoh Hills Highway) and the monorail (Saito<International Culture Park>Line) form a key transportation axis connecting the area's western, central and eastern districts.  This axis also serves as an urban core, the East Center, West Center and international cultural facilities zone.
GREEN ZONE AXIS
 Parks and green zones along the main river running through Saito(International Culture Park) form a green zone axis.  The abundant plant and birds and insects life nurtured by the river creates a relaxing, natural atmosphere and serves as a living "field museum".
SERVICE AXIS
 The main streets that serve the East Center and West Center are lined with business, cultural and service facilities.  This lively area gives people access to a variety of amenities.
Consolidation of Urban Foundation
 Urban Renaissance Agency will carry out the necessary work to consolidate the urban foundation, such as roads and parks, under land readjustment plans.  The improve ment of related public facilities will be undertaken by the Osaka Prefectural Government and the Ibaraki and Minoh Municipal Governments in coordination with their respective regional development plans.
Engaging the Vitality of the Private Sector
 Upon the completion of the urban foundation facilities under land readjustment plans, private sector developers will commence work within their respective large-scale sections of the Park to transform it into an attractive urban metropolis, utilizing their unique and original ideas.
Consolidation of Urban Foundation
 The International Culture Park Corporation, a "third sector" company, will promote the development of the International Cultural Facilities Zone, the symbol zone of the park.

PARKS AND GREENERY
 The main parks and public green zones are strategically positioned to create a relaxing environment throughout the community.  They are linked with the green zone axis to form a wide-reaching network of attractive natural spaces.


TOWN CENTERS
 Many facilities for transportation, administration, commerce, business and amusement are located in the surrounding of monorail stations in western and eastern areas.
A variety of services and amenities are available at the area (called town center).
Town center serves as the hub of a range of activities at Saito and for neighboring areas.

RESIDENTIAL ZONE
 Low-rise and high-rise apartment buildings take good advantage of the natural landscape and topography, while offering beautiful views and a variety of residence options.  This zone is relaxing and, friendly feeling and is designed as a residence that addresses the needs of internationalization, the aging population and the information age.



INTERNATIONAL CULTURAL FACILITIES ZONE
 The symbolic heart of Saito (International Culture Park),   this zone includes the facilities that make the new park a center for research and development in life sciences (called Life Science Park) and a base for international cultural and academic study and its exchange (called Culture Park).

 This zone is the site of many special facilities,inclubing educational facilities such as a university and junior college; traning and seminar facilities; and cultural, service and recreational facilitie.  These facilities help make the International Culture Park an urban community whit special appeal.
